A Dublin international agreement to ban cluster bombs was signed Friday by 111 countries citing the extraordinarily high rate of civilian casualties as one of the primary reasons. The bombs often float into civilian neighborhoods upon being dropped, or they simply remain unexploded, littering playgrounds, roads, and other civilian areas. This is what happened in Lebanon two summers ago where not only was the civilian infrastructure of the country destroyed because of the Israeli use of these weapons, where not only were the vast majority of casualties non-combatants, but where over 500,000 unexploded bomblets lay across the country and still cause civilian casualties to this day. The US joined joined China, Israel, Russia, India, and Pakistan by refusing to sign the agreement. Good company indeed!
Oh, and a similar plan restricting the use of the weapons was offered in the U.S. Senate and Clinton and McCain joined Bush in opposing the bill. Obama on the other hand, voted in support of it.
Conclusion: Obama is the only one who seems to be sincere in his desire to break from Bush-McCain policies to restore America's image in the world.
